.o.p. presidential nomination. joining us from indianapolis is the governor of indiana, mitch daniels. governor, your state's private sector has added 46,000 jobs so far this year. that's a growth rate of 2%, which is triple the national average. what should washington be doing to boost hiring in the private sector? >> washington should be doing everything it possibly can, because vibrant economic growth of a sustained nature and at a rate that we have rarely if ever seen is our only chance of keeping the terrifying deficits that we're now looking at from getting even worse. here in indiana, we have done everything we know how in this recession to build the best sandbox in america, lower the cost of doing business, keep taxes down; particularly, in this recession, make regulation fair and consistent and try to have the most inviting climate anywhere for jobs and investment. i'm hopeful national policy will take that same direction. >> chris: what about more stimulus, they are going to pass in the house and send to the president the new bill, i think it's $26 billion, more state aid, keep teachers hir

in the united states of america. it makes no sense to me in indianapolis where the same report reported that 19% of the african-american boys graduated from high school, that that school system is allowed to exist and people are allowed to be employed by that. when we look in the new england states, a state like maine, where you have 70 or 80% of the african males graduated. what we're seeing around the country is that there are successful models where they can graduate african-american males in the same cities where they can't. when the only option that the parents are is a horrible, failing school system, then you can put all of the work you want in, at the back end, 47% of the african-american males graduates, i bet some 50% of those are reading four or five grade levels behind. >> back to that, the program that they haufr in new jersey, these free preschool classes, and the fact that it's full time and they start early on, and they have a curriculum. what is happening there that's contributing to the successful graduation rates? >> new jersey schools as a state -- new jersey's public school
